Changes for 2011

This article details some of the major rule changes to the World Anti-Doping Agency (WADA) Prohibited Substances and Methods List for 2011.  The changes from the 2010 list reflect the latest scientific advances and broad consensus in the anti-doping community. WADA bases their list on the ever expanding knowledge on anti-doping, doping practices and trends, and evidence from the field.

 

Added for 2011

Non-Approved Substances – this is a new section which has been added to the prohibited substances and methods list. This “open” section addresses the issue of the abuse of pharmacological substances for the purpose of performance enhancement that are not included in other sections of the list and that are not approved by any governmental regulatory health authority for human therapeutic use (i.e. drugs under pre-clinical or clinical development or discontinued). These substances will be prohibited at all times (in- and out-of-competition) in 2011.

Removed for 2011

Platelet-Derived Preparations - (commonly referred to as PRP or blood spinning), prohibited in 2010 when used by intra-muscular route, have been removed after consideration of the lack of current evidence concerning the use of these methods for purposes of performance enhancement. Current research on platelet-derived preparations has shown no performance enhancement beyond a potential therapeutic effect.  This may return to the banned list if future research demonstrates that this is warranted.
Declaration of Use – In 2010 athletes were obligated to file a Declaration of Use for specific substances that are not prohibited and failure by an athlete to file a Declaration of Use resulted in an anti-doping rule violation. This administrative requirement was therefore removed for 2011.  However, Declarations of Use must be distinguished from Therapeutic Use Exemptions which allows the use of a prohibited substance under specific circumstances, and this is still required for 2011.
