British Orienteering 2010 levy
There has been considerable discussion about the levy system since the changes introduced at the 2008 AGM. If you are interested have a look at the scenario for 2010 and the data that has been used to calculate the various options. If you come up with a better model that meets the income generation required and is ‘fair’ to members please let us know – with your rationale!

At the Board meeting held on 22 October the preparations for the 2009 AGM were discussed. During this discussion it was agreed that a spreadsheet and brief explanation regarding the levy options for 2010 should be made available to members in order that the decision to be made at the 2009 AGM could be informed.
The 2009 Budget has an anticipated levy income of £110k and the Board would like to propose to the AGM that a small increase to that income of 5% be made. This translates into a levy income in 2010 of £116k.
The discussion at the 2008 AGM regarding levy focused on the cost to juniors and there was some suggestion both at the AGM and post AGM of juniors counting as a fraction of a senior when the number of participants was totalled. For example if an event had 90 seniors participating and 60 juniors and the juniors counted as say ½ of a senior then the total participation of 90 senior and 60 junior would count as a total of 120 (90+(60/2) when calculating the levies; therefore the levy for this event would be (120-75)x£1.50 or £67.50p using the 2009 levy charges.
The spreadsheet accompanying this paper models the 2007 events (the last complete year) with the 2008 levy charges and the agreed 2009 2 tier levy scheme. An addition column has been added that calculates the levy income at an event using the suggestion that a junior is counted for levy purposes as a fraction of a senior.

Additionally, if you believe that another permutation of levy, lower and higher participation rate or junior as a fraction of a senior will produce a better outcome for the majority of clubs and events whilst continuing to generate the £116k of income required please let the Board know before 14 December so that it can be considered at the Board meeting on 15 December. Any suggestion should contain an accompanying rationale.
